15th United Nations Framework Convention on Climate Change Conference: EFAP Stockholm Declaration

The European Forum for Architectural Policies meeting in Stockholm in December 2009 issued a declaration and call to Governments at the 15th United Nations Framework Convention on Climate Change Conference of the Parties in Copenhagen, Denmark.

The European Forum for Architectural Policies (EFAP) is an informal network of experts in the field of architectural policies in Europe. This concerns: Representatives of authorities (for example ministries or public services), cultural institutions (architecture museums, research institutes and comparable establishments) or professional organisations of architects in the widest sense of the word, each of these three categories being referred to hereinafter as "pillar."

 

The ‘Association to support the European Forum for Architectural Policies’: EFAP a.i.s.b.l

The Association is established as a not-for-profit International Association (AISBL) under Belgian law as a supporting body to facilitate and follow-up activities of the Forum. The Association ensures that its activities are always in line with the policy of the Forum and the directions of the Steering Committee of the Forum (see under Statutes, article 4).

Objectives

The objective of the international association (EFAP a.i.s.b.l.) is to support the actual association European Forum for Architectural Policies in the promotion of architectural policies in Europe. To this end the association assures the organisation and the secretariat and may proceed with fund raising. EFAP a.i.s.b.l. sees to it that its activities are always in accordance with the policy of the actual association and with the directives of the Steering Committee.

Membership

Any natural persons and legal persons who belong to one of the three ‘pillars’ in the member-states of the European Union may become members. All other natural persons or legal persons originating from candidate countries of the European Union and from the member-states of the European Economic Area or the European Free Trade Association, from organisations which are associated with them, and from ‘umbrella organizations’ of which the members or part of them are established within the European Union or from one of the countries mentioned above, may lodge a request for accession with the Board of Administrators. The Board of Administrators may invite natural persons or legal persons to become members. The admission of members is approved by the General Assembly by a simple majority of the votes of the members present or represented.

General Assembly

The General Assembly is the general directing body of the association. All members may attend the General Assembly, take the floor in this meeting, and express their vote in this meeting. General Assembly meetings are generally held on the occasion of Forum events.

Board of Administrators

The Board of Administrators represents the association.

Its members are appointed by the General Assembly for a duration of two years at the most.

Their mandate is renewable.

The Board of Administrators consists of eighteen persons at the most, who must be members of the association. Its composition is as follows :

  • One representative of each of the three pillars originating from the country which exercises the previous presidency of the European Union, from the country exercising the current presidency, from the country exercising the next presidency, and from the country exercising the presidency after that ;
  • A maximum of five members appointed by the General Assembly to assure a well-balanced representation of the pillars ;
  • One representative of the ‘Architects' Council of Europe (ACE-CAE)’.

Registered office

The registered office is situated in Brussels, rue Ravenstein, 23, 1000 Brussels.
